Track spend against FY budget with file attachments

Record budget spend entries, convert foreign currency amounts into the organisation default currency, attach receipts via Cloudflare R2, and monitor utilisation against the total budget set in Org Settings.

Totals
Total spent uses currency_converted_amount when currency_converted is true; otherwise it uses amount. Dashboard budget utilisation follows the same rule.
